F-500 is used to emulsify and disperse the crude oil throughout the water column, breaking up the oil slick
Without F-500: Oil slick and crude oil on the beaches, harming wildlife, destroying the tourism beach business in Louisiana, Mississippi, Alabama, and Florida Gulf Coast. Result = environmental nightmare, hundreds of millions of dollars in beach clean-up costs.
On the other hand:
With F-500: Oil slick is dispersed. Even if the water with dispersed oil comes ashore, since the oil is dissolved into the water on a molecular scale (i.e., like sugar) it is not visible and will seep down into the sand where it can be naturally bioremediated by the naturally occurring microorganisms in the sand and underlying soil strata.

F-500 is applied in a 1/4 - 3% solution with water depending on oil thickness and consistency.
F-500 is effective with both fresh and salt water and can be heated to improve effectiveness. F-500 can be applied using pressure washers, pump sprayers, trailer and truck mounted spray systems, and other apparatus.
